The county was named for a great body of fresh water, Clear Lake, which lies entirely within its confines. In 1852, when Napa County was created, the boundary line between Mendocino and Napa Counties went through the middle of Clear Lake. In 1855, what is now Lake County became part of Napa County. Lake County was established in 1861, with Lakeport as its county seat. When the wooden courthouse and all its records were destroyded by fire in 1867, Lower Lake Became the temporary county seat until a new stone courthouse was completed at Lakeport in 1871. The first house in the town of Lower Lake, two miles southeast of Clear Lake, was built by E. Mitchell in 1858, although there had been settlers in the area as early as 1848. The town became important for its location at a crossroads and was the center of business activity for the surrounding agricultural interest, mountain resorts, and mercury mines. Lakeport, on the western shore of Clear Lake, was first named Forbestone. William Forbes owned 160 acres before the formation of the county in 1861 and deeded forty acres as a site for the county seat in the vicinity of his already completed house and blacksmith shop. Forbes street preserves his name. The first place of business in the county was a short distance south of Lakeport, at Stony Point, where Dr. E.D. Boynton built a store and put in a stock of goods in 1856.
